FMS (Foreign Military Sales) requiring a portion of US financial support to foreign countries, to be in the form of subcontracting work performed in the US for customers located in those foreign countries.

Optimization of manufacturing costs across borders.

The presence of major OEM’s (such as Boeing) in the US creates the need & desire by European manufacturers to perform subcontracting work in the US

The presence of desirable technologies (such as composite materials) in the US.
